Hinckley — The Hinckley Town Council voted June 18 to adopt the town’s FY 2027 budget and to adopt the certified tax rate for 2026, approving measures the council said will fund core services and a small increase to rodeo maintenance.
The council approved Resolution 2026-06-18 A adopting a certified tax rate of .000289, which the town projects will generate $13,502 in general-fund revenue for 2026. Council Member Ron Black moved to adopt the certified rate and Council Member Skip Taylor seconded; the roll-call vote recorded Mayor Alan Miller, Ron Black, Skip Taylor and Chris Mork voting aye and Council Member Kristi Townsend absent. The motion carried.
Treasurer Chris Palmer told the council the rodeo stock fee for the upcoming year has increased by $2,000 and that the rodeo committee requested an additional $4,000 for repairs and maintenance — items listed included panels and lighting. The council agreed to amend the facilities maintenance line for the rodeo grounds, increasing it from the proposed $1,000 to $4,000 funded from the general fund. Council Member Skip Taylor moved to adopt the FY 2027 budget with a $3,000 adjustment to rodeo maintenance (the difference between the proposed $1,000 and the approved $4,000); Council Member Chris Mork seconded. Mayor Miller, Ron Black, Skip Taylor, Chris Mork and Kristi Townsend voted aye and the motion passed.
The council opened a public hearing on the proposed FY 2027 budget earlier in the meeting and received no public comments before closing the hearing.
Votes at a glance: Resolution 2026-06-18 A (certified tax rate) — adopted; Roll-call: Miller, Black, Taylor, Mork aye; Townsend absent. Resolution 2026-06-18 B (FY 2027 budget, with rodeo maintenance amendment) — adopted unanimously by present members.
The council also approved payment of the meeting’s listed purchase orders, including a $39,000 water-bond payment to the Utah State Division of Finance and several public-works and park-related invoices. The approved purchase orders will appear in the town’s financial records as authorized at the June 18 meeting.
Why it matters: The certified tax rate and the adopted budget set the town’s revenues and spending priorities for the coming year. The council’s decision to increase rodeo grounds maintenance funding reflects higher vendor costs and declining volunteer capacity identified by the treasurer.
What’s next: The budget will guide FY 2027 spending; the council did not set a further review date during the June 18 meeting.
