Daniel Harris seeks Agricultural rezoning for Farmingdale lot to operate small farm; board schedules public hearing

Daniel Harris asked the Harpersville Planning & Zoning Board on March 16 to rezone two parcels at 306 Farmingdale Road from Residential Garden (RG) to Agricultural (A1), saying he intends to restore the land to a working vegetation farm and has completed several on-site upgrades. Harris told the board he owns a home in Farmingdale and “has no intention of building a residence on the property” he seeks to rezone; a map he used in explaining his plan was not entered into the record.
The request prompted concerns from board members that the A1 designation would allow animals on the property. Harris said he plans to grow crops only and does not intend to bring animals to the site. Board Member Martin Dates moved to deny the rezoning application, but that motion received no second and therefore failed. Board Member Dale Glasscock then moved to schedule a public hearing on the application for the regular meeting on April 20, 2026; Della Pender seconded.
Chairman David Sanders called for a roll-call vote on setting the public hearing. The record shows Dates voted No; Earl Kidd Yes; Della Pender Yes; Paul Brooks Yes; Dale Glasscock Yes; and David Sanders Yes. By majority vote the board approved setting a public hearing on the rezoning application for April 20, 2026. The board did not take a final vote on rezoning at the March 16 meeting.
The application packet included parcel identifiers (07 8 33 2 001 004.006 and 07 8 33 2 001 004.005). Harris used a map in his presentation but the minutes note that the map was not entered into the public record. The board repeatedly noted that gardening is permitted under the current RG zoning; the central planning issue raised by members was whether a change to A1 was appropriate given the possibility, under A1, of introducing animals to the property.
The matter will return to the board for a public hearing on April 20, 2026. Interested parties may attend that meeting to comment before the board makes any final decision on rezoning.
