Rothschild approves MSA design contract for Military Road project; two trustees dissent

The Village of Rothschild board on April 14 approved a contract with MSA for design and bidding services for a Military Road reconstruction project scheduled for construction in 2026.
DPW Administrator Timothy Vergara said MSA pro bono assistance helped the village secure eligibility for $400,000 from the Local Road Improvement Program; the total project is estimated at $1.5 million. MSA proposed $105,800 for design and bidding—about 7% of the project estimate. Vergara recommended approving MSA’s contract for design and bid services.
Trustee Rex Zemke acknowledged the pro bono grant work but said village procurement policy typically calls for soliciting multiple proposals; he asked that three RFPs be obtained for engineering services. Vergara and Administrator Ryan VanDeWalle responded that the village policy does not specify additional RFPs for engineering services in this case.
The board approved the MSA contract on a roll call vote of 5-2. Trustees Rex Zemke and Deb Ehster voted no; Paul Kennedy, Sam Stroik, Bill Schremp, Dan Mortensen and Village President Dan Helgeson voted yes.
Next steps: staff will execute the contract with MSA and proceed with design and bidding work, using the MSID grant eligibility as part of project financing.
