The Village Board approved awarding the Upper Schmidt Avenue Reconstruction Project to Steen Construction, Inc., and separately approved a construction-administration contract with Becher Hoppe.
Administrator of Public Works Timothy Vergara reported that seven general contractors submitted bids and that Becher Hoppe’s opinion of probable cost for the base bid was $556,164.10 with a 5% contingency estimate bringing the probable total to about $583,972.30. The apparent low bidder was Steen Construction, Inc., with a base bid of $557,988.40 and mandatory alternate #1 at $15,210.00, for a grand total of $573,198.40. Becher Hoppe reviewed the bids and recommended proceeding with Steen; Vergara concurred.
The board approved awarding the base bid plus mandatory alternate #1 to Steen Construction for $573,198.40 (motion by Zemke, second Mortensen; carried 7-0). Vergara then presented Becher Hoppe’s additional services proposal for construction administration, resident project representative, staking and as‑builts in the amount of $72,070 (a time‑and‑materials proposal equal to about 12.9% of the project cost). The board approved that contract as presented (motion by Zemke, second Stroik; carried 7-0).
Minutes note Steen’s satisfactory performance on a 2021 project (Lower Schmidt Avenue, Edgar and Hazel) as a factor in the recommendation. The village did not record individual roll-call votes in the minutes; tallies are recorded as 7-0.
