Rothschild board adopts C-1U zoning to allow mixed-use buildings up to 75 feet

The Village of Rothschild Village Board on Feb. 10 adopted an ordinance creating a new C-1U Urban Neighborhood Mixed Use Commercial District to permit mixed residential and commercial development and increase allowable building heights.
Zoning Coordinator Rebekka Borchardt proposed the district, telling the board it would allow developments with first-floor or underground parking and, in floodplain areas along the Wisconsin River, permit elevated first-floor construction that increases overall building height. Borchardt said such flexibility could make denser apartment and mixed-use complexes more feasible and could increase local tax revenue.
Under the ordinance the board approved, the maximum permitted building height is 75 feet; any building taller than 75 feet would require a conditional use permit. The ordinance sets a site-coverage limitation of not more than 85% and a minimum landscaping area of 15%. The zoning coordinator described these standards as tools to balance density with landscaping and parking needs.
Committee member Dan Mortensen moved to approve creation of Chapter 590 Section 590-23.1, entitled "C-1U Urban Neighborhood Mixed Use Commercial District," and Committee member Bill Schremp seconded. The motion carried 7:0.
The minutes do not list an effective date for the new ordinance. The board recorded the adoption as motioned and carried during the Feb. 10 meeting.
