Lancaster County commissioners approve contract renewals, set a supervising attorney's salary and change positions on state election bills

At its Feb. 10 meeting the Lancaster County Board of Commissioners approved multiple contract renewals and amendments, set the salary for a deputy county attorney, and voted to change or adopt positions on three state bills affecting elections and disability funding. The board also set a Feb. 24 hearing for a proposed battery storage project.
The Lancaster County Board of Commissioners on Feb. 10 approved a package of routine contract renewals, personnel and administrative measures and took positions on pending state legislation.
Commissioners voted 4-0, with Commissioner Rick Vest absent, to approve amendments including annual supply contracts for work clothing, ammunition, lab services and a six-month extension of a contract with The Bridge Behavioral Health for the Safe Passage Behavioral Health Site program. The board also approved multiple electrical, roofing and demolition contract renewals and awarded annual supply contracts for snowplow and grader blades. Right-of-way payments to private landowners (for example, $163 to the Gracie M Bohmont Revocable Trust and $1,135 to Thomas and Sylvia Olson) and a $5,000 County General Fund grant to CenterPointe for street outreach were placed on file and approved as part of the consent agenda.
The board set the salary for Deputy County Attorney Amy Goodro at $147,054.34, effective Feb. 19, 2026, and approved administrative resolutions including R-26-0015 (revising petition forms for road vacations), R-26-0016 (removal of about 30 "School Bus Stop Ahead" signs that are no longer warranted) and R-26-0017 (authorizing removal of a load rating sign for bridge F-062 on West Mill Road) after the County Engineer said the Nebraska Department of Transportation recommended the bridge sign removal.
County Engineer Pam Dingman explained an interlocal agreement with the City of Lincoln to use city right-of-way for a detour related to a federal-aid paving project on Northwest 56th Street; the agreement has no cost to the county. The board also approved an agreement with Gana Trucking LLC to provide road maintenance during excavation and hauling operations related to a special permit, and a memorandum of understanding with the Brain Injury Association of Nebraska to provide volunteer programming at the Youth Services Center.
On legislative matters, Election Commissioner Todd Wiltgen briefed the board on LB884, which includes provisions on voter registration, ballots and poll watchers. After revisions discussed with Senator Anderson and other counties, Wiltgen recommended changing the county's position from opposition to neutral and was authorized to testify on behalf of the board. The board separately voted to support LB1075, which Wiltgen said includes changes to cure deadlines and protections for sensitive voter information, and authorized Wiltgen to testify. The board also authorized Chair Christa Yoakum or Human Services Administrator Sara Hoyle to testify on LB1092, which would create a license plate to support developmental disabilities funding; Yoakum said she had concerns about who would provide testimony.
All motions related to the actions above passed unanimously among commissioners present (4-0); Commissioner Vest was recorded as absent for votes.
The board adjourned at 10:39 a.m.
What happens next: Most items approved were contract renewals and administrative actions that take effect as specified in each contract or resolution. The board will hold a public hearing and take final action on a separate battery energy storage special permit on Feb. 24, 2026.
