Councilmember Bowman moved and Councilmember Perata seconded the motion to adopt the resolutions and introduce the ordinance associated with CFD formation and taxation. The electronic vote passed 4–0 with Councilmember Wapner absent. The city clerk opened and announced the ballots related to the special-tax authorizations and reported all ballots were in favor of the measure; the council then adopted resolutions declaring the special‑election results and directed recordation of a special‑tax lien.
City Attorney Duran and clerk staff covered the legal steps required under the Mello‑Roos process and the council concluded the proceedings on the CFD items. The council then moved on to other agenda items, including a separate Prop 218 hearing on utilities rates.
