Dawson County transmits draft capital improvements update to regional commission for state review

At the July 2 work session, Richard, a county staff member, told the Dawson County Board of Commissioners the county will transmit its draft annual update of the capital improvements element and the 2025 impact-fee financial report to the Georgia Mountain Regional Commission for regional and state review.
"It doesn't note that all of them will be or have to be done. It just notes that these are a list projects eligible for impact fee funding," Richard said. He said the update identifies projects eligible for impact-fee funding in the five-year 2027 and forward planning window, not a commitment to fund or complete every item on the list.
Richard said departments helped compile the update and that eligible project categories include library services, parks and recreation, law enforcement, fire protection and road improvements. He described the transmittal as a state-required step for jurisdictions that collect impact fees and said the state may return edits or approve the draft; final board approval will follow any state review.
Chairman Thurman opened the public hearing on the transmittal, noted no one had signed up to speak and closed the hearing. The board will hold a follow-up hearing and possible vote at the July 16, 2026 voting session.
Next steps: staff will transmit the draft to the Georgia Mountain Regional Commission and return to the board after the regional/state review to seek final approval or respond to edits.
