Commission authorizes hunting-access contract, commercial shredding service and routine county business

The hunting-access and habitat agreement covers an area south of Elm Lake to be used as a walking area under terms included in the meeting packet. The commission voted to authorize the chairman to sign the Game, Fish and Parks contract after a motion (moved by Dinger and seconded on the record); the item passed by voice vote.
The commission also reviewed and authorized Good Shred quotes and agreements to provide locked, cross-cut shredding bins for county offices. Meeting remarks described locked bins in each office, insured and bonded service, on-call pickup only when bins are full, and recycling of shredded material rather than landfill disposal. The meeting discussed per-container pricing; the transcript records a per-container figure of $32 for a 96-gallon container as the discussed price point. The commission authorized the chairman to sign the shredding agreement (motion recorded on the transcript and carried by voice vote).
The commission approved two surplus items from the auditor and treasurer departments, and then approved the consent calendar items: minutes of the June 23 meeting; claims and payroll; the HR report; travel requests; the auditor's interim accounts report; and lease agreements. Each consent item was moved and carried by voice vote.
Under other business, a commissioner relayed a call from Scott Bader about a tax-deeded lot west of Groton that the caller said has accumulated tires and other debris, creating an unsightly site that is attracting raccoons and skunks and may threaten pheasant populations. The commission asked staff to obtain the property address for inspection and to advise on possible ordinance remedies.
The commission voted to enter executive session to discuss a contract after a motion by Danner and second by Dinger; the county's legal team was not present due to a court hearing. The commission later announced it returned from executive session with no action taken. The meeting then adjourned and the body proceeded to a budget work session per the agenda.
