Commissioners discussed whether the money should be implemented by amending the existing 2017 letter agreement, drafting a new agreement, or using a short amendment that sets a year-to-year term. One commissioner emphasized the need for attorney review and a draft letter that would allow the county to include the payment in the 2026 fiscal planning or implement it in fiscal 2027.
County staff and the commission agreed the payment would need a written draft and legal review and that a term clause should clarify that the agreement would operate on a year-to-year basis with the ability for either party to withdraw. No formal contract was approved at the meeting; the commission directed staff to prepare a draft agreement and consult counsel about implementation timing and payment structure.
