City of Chicopee License Committee approves monthly market at 181 Center Street

The City of Chicopee License Committee on May 28 approved a transient vendors license allowing Wicked Twist Food Truck operator Allison Brown to host monthly market days at 181 Center Street on June 7, July 5, Aug. 2 and Sept. 6, with up to four vendors per day and Planning Department conditions.
Allison Brown said she plans a first-Sunday market model that will bring local crafters, artists and other vendors to the Center Space area, with regular business hours generally 11 a.m.–5 p.m. and market hours on the first Sunday set for noon–5 p.m.; she also said she opens occasionally at 8 a.m. for breakfast. Planning told the Committee the property is zoned Business B and that transient vendor activity at the site requires a license under local code 188-17(B)(2).
Planning recommended approval provided the designated agent keeps accurate records for participating sellers (at a minimum, a name and address for each seller) and that only approved items be sold; it also noted that some food products may require separate approvals. The Planning Department further observed that Center Space was established with the City of Chicopee, the Greater Chicopee Chamber of Commerce and MassDevelopment’s Transformative Development Initiative and that vendor activity aligns with Center Space goals of public benefit and business support. The Building Department recommended approval as well.
Councilor George Balakier moved to approve the license with the Planning Department’s restrictions; Chair Shane Brooks seconded the motion. A roll-call vote passed the motion; Councilors Brooks, Susan Goff and Balakier voted in favor, and Councilors Abigail Arriaga and Douglas Girouard were absent.
The license allows up to four vendors on the listed dates and requires the designated agent to maintain seller contact information and ensure compliance with any separate approvals for certain food items. The License Committee took no further action on the item after the vote.
