Surry County approves Budget Amendment #14, funds school press box and facility chiller replacement

The Surry County Board of Commissioners on April 6 unanimously approved a consent agenda that included Budget Amendment #14 and multiple operational and capital items.
Budget Amendment #14 adjusts the FY2025–2026 budget to move departmental increases and revenue adjustments across several accounts. The amendment adds $450,000 for the Mount Airy High School press box project (architect fees $5,500; construction $350,000; repairs and renovations $94,500), funded by $100,000 from the Public School Building Fund and $350,000 from lottery revenues, according to interim finance documentation presented to the board.
The consent agenda also authorized replacing the Government Center chiller at an estimated cost of $174,000 and renting a replacement chiller while the unit is replaced, following a recommendation from the Property Committee. Other consent items approved included renewing the Juvenile Justice lease at the Resource Center for three years; reclassifying a vacant Grounds Technician position from PPTH 75% to PFT; Parks and Recreation policy and donation approvals; and continued use of a third‑party vendor, Rogers Realty, to prepare and auction surplus items from Facilities and EMS.
The Board authorized the Sheriff’s Office to apply for and accept, if awarded, a Winston‑Salem Foundation Elkin/Tri‑County grant of $7,207.04 to obtain a computer for investigative software. Parks and Recreation was authorized to accept a $500 donation to fund a bike maintenance station at Fisher River Park, with a donor plaque permitted, and to enforce a proposed Baseball and Softball No‑Show Policy.
The amendment package also updated the tipping fee for FY26 from $45 to $50 per ton.
County Manager Chris Knopf reviewed the consent agenda; the Board approved the block of items by motion of Commissioner Mark Marion, seconded by Commissioner Van Tucker, with a unanimous vote.
