Office of Dam Safety rates Curve Street Dam poor; Commission asks staff for decision framework

The Carlisle Conservation Commission discussed a poor-condition rating from the Office of Dam Safety for Curve Street Dam and directed staff to prepare a structured decision framework to guide repair or removal choices.

Conservation Administrator Meghan Sullivan reported the Office of Dam Safety (ODS) issued a poor-condition rating after a Phase 1 inspection; as a result ODS must issue a certificate of noncompliance and a dam safety order requiring follow-up inspections and investigations and mandating either structural repair or removal.

Commissioners and attendees discussed site specifics: Webster and others noted that the road crossing was classified as a dam because cranberry bog flumes sit immediately upstream; declassifying it as a standard culvert crossing might remove ODS oversight but would raise water-rights and cranberry-bog management questions. Chris Spinney observed the culvert appears to be separating from surrounding concrete and suggested removal may be required for significant repair. Navneet Hundal proposed that Sullivan develop a decision tree mapping repair versus removal options, sub-options, costs, stakeholder considerations, water-rights implications and community values so the Commission can make a transparent decision.

Sullivan committed to beginning that decision framework and to gathering additional information, and commissioners were asked to review the full inspection report and submit questions for incorporation. No formal action was taken at the meeting.
