Commission approves Two Rod Road boardwalks to improve wet-area trail access

The Carlisle Conservation Commission on June 11 approved the Carlisle Trails Committee's proposal to build two boardwalks along Two Rod Road to improve access through a persistently wet stretch of the historic road.
Alan Ankers of the Trails Committee described the project as two boardwalks—50 feet by 5 feet and 40 feet by 5 feet—installed within the 100-foot buffer zone to Bordering Vegetated Wetlands and Inland Bank. The committee proposed 5-foot widths (rather than its usual 4 feet) at the request of equestrians and is evaluating recycled HDPE for ground supports to reduce installation weight compared with precast concrete.
Conservation Administrator Meghan Sullivan reported a site visit with Ankers and Steve Tobin and stated the proposed work does not alter a wetland resource area, only its buffer, and would likely improve trail conditions in a heavily trafficked, historically compacted roadbed. Because work is in the buffer and not within a resource area, Sullivan recommended issuing a Positive 2a and Negative 3 Determination.
Commissioner Sylvia Willard recused herself from the item as an identified abutter. Murphy moved and Webster seconded the motion to issue the determinations; the roll-call vote was 5–0–1 (Willard abstain) and the motion carried.
Next steps: the Trails Committee will proceed under the conditions of the determination and coordinate construction logistics with the Conservation Office and DPW.
