Proposal to limit Zoom participation defeated amid access concerns

Councilors on June 2 considered whether to limit remote participation in Chicopee City Council meetings to cases of illness and emergencies. Councilor Mary Elizabeth Pniak-Costello introduced the proposal, saying she had received inquiries about Zoom attendance. Several councilors opposed limiting access: Councilor McAuliffe said the change would create unnecessary barriers and noted the state extension allowing remote participation runs through June 30, 2027; Councilor Arriaga raised privacy and practicality concerns about requiring medical proof; and Councilor Brooks emphasized that Zoom participation can help ensure a quorum and maintain continuity of service to constituents.

The council debated whether the city has authority to make the open meeting law more restrictive; Councilor Shumsky questioned the legal authority to supersede state law. A motion to limit Zoom participation was put to a vote and defeated by unanimous roll call. Councilors said the conversation was timely, but they opted to keep broader access in place for now.
