License committee delays decision on All State Auto Max request to increase on-site vehicle cap

The Chicopee City Council License Committee voted May 28 to continue for 60 days a request from All State Auto Max, LLC (d/b/a Best Car Best Deal) to alter its Class II auto dealer, auto repair and auto detail licenses to increase the maximum number of on-site vehicles from 24 to 32.
Applicant Mohammed Kadhim acknowledged to the committee that "I admit that I have had more than allowed on my license," and said some excess vehicles result from online purchases and deliveries he cannot schedule. He said he had removed vehicles before the meeting and reported 19 vehicles on site that day because he "moved everything out."
Public commenters urged enforcement. Al Lafleur told the committee the problem "has been ongoing for a long time" and suggested the license be suspended for 30 days. Joe Pasternak said he had received several constituent concerns and that "every time he was there the licensee was over the allowed number of vehicles."
Planning staff reported the property is zoned Business A and allowed automotive uses under local code; Planning recommended approval only if prior conditions remain satisfactorily met and if Building, Fire and Police raised no concerns. The Fire Department noted safety issues including that a dumpster must be 10 feet from the building, emergency exits must remain clear, a minimum 24-foot width must be maintained in front of the building for emergency access, and the address must be posted with a minimum 4-inch height. Councilors pressed Kadhim on scheduling deliveries and employee counts. Associate City Solicitor Timothy Reilly advised the committee that continuing the matter for 60 days would allow follow-up and a return hearing; the committee voted to continue the application to the July 23, 2026 License Committee meeting while maintaining current restrictions.
