Union City council approves easements, small property purchase and routine municipal items

The Union City Borough Council on Aug. 13 approved several easements, a small property purchase and routine municipal matters.
Council authorized a retroactive easement with property owner Anthony Hickey at 104 East High Street to allow installation of catch basins; the property owner will install and maintain the connecting ditch and pipe, while the borough will accept responsibility for the two catch basins and roughly 60 feet of pipe. Council approved the motion retroactively (motion by Councilor Osborn, seconded by Councilor Kerns) without objection.
The council also approved a retroactive purchase of a portion of property from 8 South Street for $500 to allow a Municipal Lot No. 3 gazebo project to proceed. Solicitor Tim Wachter will complete the survey and purchase agreement.
Council approved an easement with the American Legion to install and maintain a kayak and canoe launch along French Creek at the ball field, with installation funded by the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council; the motion passed unanimously.
In finance and land-use matters, council accepted the 2025 Minimum Municipal Obligation (MMO) notice and approved the MMO payment of $48,029 for nonuniform pensions and $0 for the police pension. Council also approved a subdivision request to combine a portion of 92 West High Street into 88 and 90 West High Street, noting Erie County Planning had approved the survey maps.
All listed motions carried unanimously. Council also voted to change its regular meeting schedule to the first and third Mondays (Sept. through April) at 6:30 p.m.
