Union City Council approves stormwater repairs, awards park trail contract and adopts broadband resolution

Union City Borough Council on July 23 approved several measures including funding for stormwater repairs, a park-and-trail construction contract and a resolution to pursue a Broadband Ready Community designation.
The council voted unanimously to accept Mansfield’s $5,000 quote to repair and reconnect stormwater pipe at a sinkhole in Municipal Lot No. 1, with the borough providing pipes and fittings pending no other problems. Councilor James Kerns moved the measure and Councilor Steadman seconded; the motion carried unanimously.
Councilors also awarded the Devereaux Park/French Creek Trail construction contract to Vavala Concrete, the low bidder at $84,774. The motion, offered by Councilor Osborn and seconded by Councilor Steadman, carried unanimously.
On open-records policy, Solicitor Wachter recommended clarifying language regarding anonymous Right-to-Know requests. Councilor Osborn moved to approve the update; Councilor Steadman seconded and the motion passed unanimously.
Council adopted a resolution authorizing an application to the Pennsylvania Broadband Development Authority (PBDA) for Broadband Ready Community designation and appointing the Erie Area Council of Governments as the borough’s municipal broadband champion. Councilor Kerns moved the resolution and Councilor Winkler seconded; the vote was unanimous. The borough held a public meeting on the topic earlier the same day; no members of the public attended.
