Lucas Local Board of Education on June 17 approved a package of fiscal and operational measures to prepare the district for fiscal year 2026, including temporary appropriations, a year‑end fund transfer and several vendor contracts.
President Timothy Cooper opened the meeting; the board unanimously approved Temporary Appropriations for FY2026 and revised FY2025 permanent appropriations that the administration said are needed to close the year and set the district’s fund‑level spending limits for the new fiscal year.
The board authorized a one‑time transfer from the General Fund (001) to the Food Service Fund (006) “in order to bring the Food Service balance to zero for necessary FY25 year‑end closing procedures.” The motion allowed transfers up to $65,000; the transcript notes the amount actually transferred was $42,800.19. The measure was moved by Rick Foss and seconded by Eric Steward and passed on a 5–0 vote.
On capital purchases, the board approved, via the META Purchasing Cooperative, the purchase of a 65‑passenger diesel bus from Hill International Trucks for $138,421.00. Rick Foss moved the bus purchase; the motion passed unanimously.
The board also approved renewal of property, vehicle and liability insurance and a cyber insurance proposal from Ohio School Plan for fiscal year 2026, and authorized Blanket and Super Blanket purchase orders not to exceed $175,000 per order for FY2026 to streamline procurement. The board approved designated change funds and petty cash allocations for school and central office custodians, listing specific amounts and custodians.
In contract decisions, the board approved a Technology Service Agreement with Northeast Ohio Network for Educational Technology to provide shared EMIS services from July 1, 2025 through June 30, 2026, and an Educational Institution Agreement with Maxim Healthcare Services to supply licensed health‑care personnel for the same period. The board also approved a digital communications contract with Town Money Saver Plus and a memorandum of understanding with Ashland University’s Dwight Schar College of Education to support field‑based teacher internships.
All motions in this package passed by recorded roll call votes; most were unanimous. The board adjourned at 6:56 p.m.
