The council approved a request from SCT LLC dba Sidner (Snider in packet) Ice Arena to operate a fenced outdoor beer garden on up to six dates tied to Midland athletic events.
City Clerk Michael Chhatterson explained the SDL request and staff conditions; applicants described a fenced area on the east side of the arena with access through the main building entrance and stated sales would follow indoor license rules and close during intermissions. "Anyone coming to the beer garden would have to enter in the main entrance of the building," an applicant said, describing a controllable, enclosed area.
Public commenter Steve Ray objected to alcohol being served around youth events and said parents and organizers should avoid offering beer at youth‑oriented competitions. Council members debated regulation and scope; one councilor said an earlier denial involved less control and that the present application appeared more tightly controlled. Council approved the SDL on a motion that carried 6 yays and 2 nays; councilors said they would monitor future requests to avoid scope creep into more youth events.
