Allendale DDA approves $20,000 match for Ensing’s Auto Service; reviews 2025 budget and event planning

The Allendale Downtown Development Authority on Sept. 17 approved using up to $20,000 in Enhancement grant funds to match an applicant investment in exterior improvements at Ensing’s Auto Service and discussed preliminary plans for the DDA’s 2025 budget.
Rence Meredith, a DDA member, moved to consider matching $20,000 toward the applicant’s improvement project; the motion was supported by Angela Hatto and approved by the board. The minutes record the applicant expects to invest approximately $90,000 to $100,000 in exterior work and plans to begin around the end of October; the meeting notes do not provide a roll-call tally for the vote.
The board also discussed the Enhancement Grant Review Committee and the need for an additional member to help evaluate applications; Steve Spriensma was identified to assist in review work. The minutes do not record a formal vote to add a committee member, only the discussion and Spriensma’s assistance.
During a Chamber update, a Chamber representative reported that the M45 Celebration “went very smoothly” but raised operational issues for future editions. The Chamber asked the DDA to consider how the park would handle larger crowds, recommended a gated access point for trucks and vendors to enter and exit, and said it would like help promoting the event on local roads. Kellen Brusveen told members he would pursue options for road‑level promotion. The Chamber and DDA attendees indicated they expect attendance to grow and plan to coordinate future timing with Grand Valley State University athletic schedules.
Tim VanBennekom, Allendale’s finance director and deputy treasurer, presented a breakdown of DDA funds capture and a review of the current (2024) budget. Members agreed to meet in October and November to continue developing the 2025 budget and broader financial strategy; no formal budget adoption took place at this meeting.
On infrastructure and planning, members discussed participation in subdivision re‑paving efforts—noting Ottawa County does not re‑pave subdivisions—and continued Town Center planning, including a proposal to involve GVSU students in concept and design work. No binding decisions or contracts were recorded in the minutes on repaving or Town Center design at this meeting.
The board approved the March 19, 2024 meeting minutes (motion by Rence Meredith, support by Jeremy Borgman). There was no public comment. The DDA scheduled its next meetings for Oct. 15 and Nov. 19, 2024 and then adjourned.
What’s next: DDA members will continue budget work in October and November; Ensing’s Auto Service is targeting late October to begin improvements, pending the applicant’s project schedule and the DDA’s grant process.
