Eagle Lake council approves fire department policy, audit engagement, escrow payment and schedules assessment hearing

The Eagle Lake City Council on March 2 approved several routine actions including an updated fire department personnel policy, retroactive approval of an Abdo audit engagement letter, release of $23,504 in escrow to Schrom Construction for the Blace Avenue East extension, and a resolution authorizing application to the Minnesota Public Facilities Authority Drinking Water Revolving Loan Fund.

Fire Chief Spencer Kolles told the council the updated personnel policy — prepared with the Personnel Committee, the Minnesota Council of Governments, Administrator Jennifer Bromeland and a fire officers’ group — collects city personnel rules and fire-department-specific procedures, and will include appended job descriptions once adopted. The council voted unanimously to approve the revised policy; department members will sign off on receipt of the policy and it will be reviewed annually.

Administrator Bromeland explained that Abdo was selected to audit the city for fiscal years ending Dec. 31, 2025–27; Abdo expects fieldwork in May 2026 and final reports by June 2026. To keep the audit timeline, staff signed the engagement letter at the auditor’s request and asked the council to retroactively approve the signature; the council did so unanimously.

Council also released $23,504 from escrow to Schrom Construction for work certified as complete on the Blace Avenue East extension, leaving $78,877 in escrow to cover remaining items such as seeding and erosion control. Contract engineer Brian Sarff of Bolton and Menk reviewed the request and recommended the disbursement.

The council scheduled a public hearing on the proposed assessment roll for the 2026 Street and Utility Reconstruction Project, which covers LeSueur Avenue, Maywood Avenue, Diane Drive, Plainview Street, Third Street and Second Street. A neighborhood meeting for affected property owners is set for March 10, 6–7 p.m. at City Hall; property owners may pay assessments in full before county certification with interest provisions described in the assessment notice. Sarff said the proposed assessments are based on a special benefit analysis and are generally lower than what the city's standard assessment policy would have produced.

The council also approved a resolution of application to the Minnesota Public Facilities Authority to remain eligible for low-interest loans and possible grant funds for drinking-water infrastructure, and moved to adjust the form of financial detail provided in council packets after guidance from the League of Minnesota Cities to reduce cyber and fraud risk (for example, removing check numbers and summarizing payroll in publicly distributed materials while keeping full detail available on request).

Other administrative items noted in the City Administrator’s report included Xcel Energy’s identified purple route in a 345kV transmission-line scoping map, increased interest in a forgivable childcare loan program after a KEYC segment, approval of the eaglelakemn.gov .gov domain, and plans to obtain pricing from Video Services, Inc. for microphone and AV work. The council adjourned at 7:15 p.m.
