Galena updates: Harrison Street RFQ, speed tables, parks grant applications and subdivision progress

Village Administrator Tom Marshall and Zoning Officer Matt Shock provided multiple infrastructure and development updates at the June 23 council meeting.

Marshall reported the request for qualifications (RFQ) for the Harrison Street project has been published and that Decker Construction will install speed tables at Miller Park and the southwest corner of the Village Square; crack sealing is 80% complete. He also said ODNR grant applications were submitted for Miller Park and John Bland Park and that the wastewater treatment plant is operating with no Ohio EPA violations.

Zoning Officer Matt Shock said Blackhawk Phase D construction debris has been cleaned up and the subdivision is ready for final acceptance, supporting the council's subsequent ordinance action. He also reported Miller Farm Section 1 public infrastructure is complete through the pump station (pump station construction ongoing), that 19 of 33 parcels are in permitting, that Columbia Gas has completed the main gas line and obtained permits for service lines, and that construction for Miller Farm Section 2 (phases A–C) is underway and Section 3A plans are approved. Road widening for Miller Farm is complete.

Council approved actions tied to these updates, including final acceptance for Blackhawk Phase D via Ordinance No. 2025-11. The minutes record project status and permit progress but do not provide contract values, construction timelines beyond phase status, or grant award amounts.
