Galena council adopts intergovernmental agreement, updates municipal building rules and accepts Blackhawk Phase D improvements

The council then considered Resolution No. 2025-34, which replaces the rules, regulations and reservation application for the municipal building. Doucette moved to adopt the resolution and Zach Hopper seconded; the motion passed on a 4-1 roll call vote, Fry voting no.
On a separate matter related to subdivision work, the council suspended the third reading of Ordinance No. 2025-11 (final acceptance of public improvements for the Estate of Blackhawk Phase D). Zach Hopper moved to suspend and Pete Casuccio seconded; the suspension passed unanimously in a 5-0 roll call. Gillian Doucette then moved to adopt Ordinance No. 2025-11 as an emergency, Zach Hopper seconded, and the ordinance passed unanimously 5-0.
Routine procedural items also passed: the May 19, 2025 minutes were adopted by a 5-0 voice vote; approval of June invoices and the June financial statements passed later in the evening by 4-0 voice votes after one member had left the meeting.
