China Select Board approves $555,889.09 payables warrant, appoints election staff and adopts municipal policies

The China Select Board met Oct. 20, 2025, and approved a series of routine warrants, appointments and policy updates ahead of the Nov. 4 town election. Chair Wayne Chadwick opened the meeting at 6:00 p.m. and the board conducted a roll call confirming Edwin Bailey, Jeanne Marquis, Blane Casey and Thomas Rumpf were present; Rebecca Hapgood attended as town manager.
The board approved Payroll Warrant #17 for $43,502.85 (motion by Edwin Bailey, second by Jeanne Marquis; vote 5-0) and Payables Warrant #18 for $555,889.09 (motion by Thomas Rumpf, second by Edwin Bailey; vote 5-0). The meeting record shows routine, unanimous approval on both financial items.
In other business the board approved a one-word correction to the Transfer Station Access Policy (changing 'bad' to 'bag'); the motion was made by Edwin Bailey, seconded by Jeanne Marquis and Blane Casey, and passed 5-0. The board also approved a qualified catering permit for an event at 23 9th Fire Road scheduled Oct. 25, 2025 (motion by Thomas Rumpf; second by Blane Casey; vote 5-0).
The board handled election staffing and logistics for the Nov. 4, 2025 municipal election. The Select Board appointed Martha Wentworth as warden and Jennifer Chamberlain as deputy warden (motion by Edwin Bailey, second by Blane Casey; vote 5-0). The board also appointed the Democrat and Republican ballot clerks as listed in meeting materials; the motion (Blane Casey, second Jeanne Marquis) passed 4-0-1 with Edwin Bailey recorded as the abstention. The board approved adjusted hours for the registrar and town clerk during the week preceding the election (motion by Blane Casey, second by Edwin Bailey; vote 5-0).
The board appointed Town Manager Rebecca Hapgood as Emergency Preparedness Director (motion by Wayne Chadwick, second by Edwin Bailey; vote 5-0) and adopted a Pet Policy for municipal properties with agreed changes (motion by Edwin Bailey, second by Jeanne Marquis; vote 5-0).
During member comments, Select Board member Thomas Rumpf reminded residents about a trunk-or-treat event, upcoming fireworks planning meetings and Ice Day planning; Manager Hapgood reported on progress repairing the town boat launch. Manager communications also included reminders on upcoming meetings and holiday closures, a 61st Fire Road update, and election logistics: polls will be open 7 a.m. to 8 p.m. Nov. 4, 2025, at the China Town Office portable building; the Lakeview Drive entrance will be closed; the last day to request an absentee ballot is Oct. 30, 2025. The board adjourned at 6:21 p.m. following a motion by Blane Casey and second by Edwin Bailey (vote 5-0).
