China Select Board approves warrants, accepts Old Route 202 quitclaim and adopts 2025–26 General Assistance maximums

The China Select Board on Sept. 22 unanimously approved routine financial warrants, accepted a quitclaim conveyance for Old Route 202 and adopted updated General Assistance maximums for the 2025–26 municipal year.
On a motion by Select Board member Blane Casey, seconded by Thomas Rumpf, the board approved Payroll Warrant #13 totaling $43,372.55. The board later approved Payables Warrant #14 for $424,187.01 on a motion by Casey, seconded by Edwin Bailey; both votes were 5-0-0.
The board voted to renew the town's participation in the Community Resilience Partnership by motion of Casey, seconded by Rumpf; the renewal passed unanimously. The board then voted to accept and sign a municipal quitclaim deed conveying interests in Old Route 202 to The Landing LLC; the motion, made by Casey and seconded by Bailey, approved the deed “without conveyance covenants” as presented and passed 5-0-0.
Select Board member Edwin Bailey moved, and Jeanne Marquis seconded, to appoint Carol Thibodeau to the China for a Lifetime Committee; the appointment was approved unanimously.
Chair Wayne Chadwick opened a public hearing on the municipal General Assistance ordinance for fiscal year 2025–26. There were no public comments. The board closed the hearing and approved a motion by Chadwick, seconded by Blane Casey, to repeal and replace appendices A through G of the existing municipal General Assistance ordinance. The updated appendices will be in effect Oct. 1, 2025 through Sept. 30, 2026.
In manager communications, Town Manager Rebecca Hapgood noted several operational items for the record: upcoming Select Board meetings on Oct. 6, Oct. 20 and Nov. 3; municipal closure for Indigenous Peoples Day on Oct. 13; a drug take-back day Oct. 25 at the China Transfer Station; speed reviews of Pleasant View Ridge Road, Dutton Road and Danforth Road; reduced availability of Kennebec Sheriffs Office patrols due to staffing; a reported skid-steer violation on China Lake Fire Road; and an earlier-approved $297,676 public works truck subject to a $3,000 tariff. Hapgood also reported that Dick's Used Truck & Equipment sold Town Truck 16 for $18,000, from which the town will receive $16,200.
The board also noted key public-deadline and process items: municipal election day Nov. 4 (polls 7 a.m.–8 p.m.) at the China Town Office portable building, and an Appeals Board hearing scheduled for Oct. 2 at 2:00 p.m. The board adjourned after approving a motion to end the meeting.
