Galena council approves multiple infrastructure grants, park procurement and wastewater upgrades

The Village of Galena Council on May 19 approved a suite of funding and procurement measures to advance street, park and wastewater projects.
Mayor Jeff Kinnell read several resolutions that the council adopted during the meeting. Council President Gillian Doucette moved the emergency adoption of Resolution No. 2025-13 to file an ODNR NatureWorks grant application and Resolution No. 2025-14 to solicit and select a contractor for ODNR park improvements; both measures passed unanimously on roll call. The council also approved an interfund advance and budget increase — $49,000 moved from the General Fund to ODNR Grant Construction Fund 4201 — to cover construction costs until grant funds are received, adopting Resolutions No. 2025-38 and 2025-39 on unanimous votes.
Council adopted Resolution No. 2025-31, authorizing solicitation and selection for wastewater treatment plant (WWTP) sludge dewatering capital improvements not to exceed $500,000; the measure passed unanimously. Council also approved Resolution No. 2025-30 to accept grant funding from the Ohio Public Works Commission (OPWC) and Delaware County for Harrison Street improvements and to authorize solicitation of design-build proposals and contracts in excess of the administrator’s authority up to $460,000; that resolution passed on a 4-Yes, 1-No roll call vote with Council Member Kathy Krupa voting No.
The council suspended readings and adopted Resolution No. 2025-37 to donate $2,500 to the Big Walnut Civic Association for fireworks and adopted emergency procurement steps tied to the ODNR park work.
An ordinance approving Constellation as the supplier for the Village electric aggregation program for a 12-month term (Ordinance No. 2025-05) was adopted as an emergency; the motion passed with four Yes votes and one Abstain from Council Member Zach Hopper.
Why it matters: The package of actions moves multiple capital projects into procurement and design phases, authorizes short-term budgeting to bridge grant reimbursements, and establishes an electricity supplier for the Village aggregation program. The 4-1 vote on the Harrison Street grant signals at least one council member’s reservations about that project.
