At the start of the meeting, commissioners approved the minutes of the March 18 meeting on a motion from Thomas Petri and a second from Chucky Sheramine. The commission then heard the executive director's report, which covered multiple active projects.
Executive Director Mr. Doer said Dynamic Group has submitted an electronic clearance certificate for the Northern Expansion slip D bulkhead; staff will process the paper certificate so the contractor becomes eligible for retainage. On the airport connector road and bridge, staff reported concrete approach work on LA 308 and LA 1 is ongoing and that the contractor has given a new realistic completion date of July 3, pending no major machinery issues. The new executive terminal is progressing, with staff forecasting mid‑to‑late June completion and previewing a proposed Change Order No. 2 that would add roughly $4,300 and 49 days for finish work on flooring and cabinetry.
Other project updates included: the Foo/Fushon Beach design work (about 65% complete, contract end date listed as Sept. 18 but staff expects work earlier), the Fushon Pavilion bulkhead (reported complete and in the lean period), Flotation Canal shoreline protection (contractor mobilizing and ordering rock), and progress on the Coastal Wetlands Park (steel erected, sidewalks poured; contractor expected to request a no‑cost time extension; estimated completion end of May).
The commission also accepted a 2025 "Safest 70" award presented by a Louisiana Workers' Compensation Corporation representative, who thanked the port for ranking among the top 70 of more than 20,000 insured entities.
On finance matters, Chairman Rodney Jisclair presented expenditures over $25,000, listing multiple vendors and amounts. The commission voted to accept the March invoices and the preliminary unaudited financial statements. Among the expenditures reported verbally were Offshore Materials LLC ($1,634,463.37), Dynamic Group LLC (reported roughly $824,172), and Grandal Shipyard (reported roughly $520,840); the total monthly expenditures figure was reported verbally as $4,328,564.76.
The meeting closed after committee reports, routine approvals of a hangar lease and change orders, adoption of an LA DOTD electronic signature resolution for aviation documents, approval of several travel requests for harbor police training, and an adjournment.
The commission scheduled follow‑up on outstanding procurement items, including the slip D sweep dredging procurement that staff described as having received only one, high bid; staff recommended no action at the meeting while they pursue options and indicated a special meeting may be requested to decide next steps.
