Daycare at Bethany Lutheran laid over after staff, neighbors raise access and traffic questions

Consultant Kyle Hazy (ENA Consulting) and church representatives said the daycare would be operated by the church’s affiliated Bethany Christian Academy and licensed for up to 164 children with about 28 full‑time staff. The church said it has conducted fundraising and expects to lease the building to the academy; the applicant said they are comfortable working with staff on outstanding issues.
Neighbors from the Arbridge subdivision testified that closing an existing access point on 24th Street would divert large numbers of drop‑off and pick‑up trips into neighborhood streets, worsen turning movements at nearby intersections and potentially block a nearby fire station. Public works staff explained that the driveway is a grandfathered, nonconforming access that the city can require to close when a project triggers a major amendment, and planning staff said the record lacked clear evidence that the daycare is accessory to the church — a determination that affects whether a use permit is required.
Given those open questions, staff changed its recommendation to a layover to give the applicant time to document affiliation and to work with public works on traffic and access solutions. The board voted unanimously to lay the request over; the applicant agreed to coordinate with staff and return when the parties have reconciled outstanding issues.
