The Rockdale City Council on a unanimous voice vote approved a $29,200 engineering change order to add roughly 14,500 linear feet of water main to the city’s phase-two distribution project.
City staff said the work is covered by loan proceeds the city received from the Texas Water Development Board and by interest that has accumulated while the project was under engineering and construction. Gerald, who presented the item, said the change order would restore sections originally included in the phase-two plans (identified as areas B and K) and allow the contractor to honor unit prices from the earlier competitive bid.
Why it matters: the added line work will extend service in the central-eastern neighborhoods and enable the city to take advantage of a low bid while staying within change-order limits. Staff estimated the eventual construction change order at about $2.6 million; the approved $29,200 is for the engineering needed to scope that construction work.
Council questions focused on location, schedule and on removing temporary construction fencing. Staff said the added segments are in the central-east area of town and that some connections and meter tie-ins remain to be completed before silting-control fencing can be removed. Staff confirmed the larger construction change order will be brought back to council once engineering is finished.
The motion to approve the engineering contract with KSA Engineering passed without dissent.
