Byram Council adopts three ordinances, approves liquor license transfer and $9,530 recycling grant

Byram Township’s governing body on April 15 adopted three ordinances on final reading and approved several routine items including a liquor-license transfer and a state recycling grant.
The council passed Ordinance No. 004-2025 to amend Chapter 48 (Police Department) to update rules, regulations and fees for outside activities. Also approved were Ordinance No. 005-2025, authorizing capital expenditures not to exceed $150,000 for reconstruction and resurfacing of various township streets (including Roseville Road, Cascade Ave, Sussex St., Lauren Ct., Jefferson Lakes Rd., Anderson Ln., Ascot Ln., Mara Ln., Matthew Dr., Carlson Ln., Mountain Heights Dr., Mountain View Terr., Circle Dr., Seneca Lake Rd., Birch Pkwy and other streets to be determined), and Ordinance No. 006-2025, authorizing up to $135,000 for acquisition of new equipment for the Department of Public Works. Each ordinance was passed on final reading and the council instructed that notice of final passage be published in the official designated newspaper in accordance with law.
On the consent agenda the council approved Resolution No. 087-2025, transferring a liquor license from BBG Restaurant LLC to Freddy’s Bar & Grill Inc., and Resolution No. 088-2025, accepting a Chapter 159 Tonnage Recycling Grant in the amount of $9,530.04. The bill list for April 15 and the April 1 regular and closed-session minutes were also approved by unanimous vote.
All roll-call votes recorded at the meeting were unanimous in favor. The meeting opened and closed an executive session for attorney-client and personnel matters; no substantive details of the executive session were disclosed when the council returned to open session.
Township Manager Joseph Sabatini told the council that Elizabeth Township Gas has completed installation of gas lines within the township and that final road restorations are scheduled to begin before the end of the month. He also said amendments to Chapters 240 and 215 are slated to be introduced at the May 6 meeting and that the new township planner has scheduled the Affordable Housing/Fair Share Plan for a Planning Board public hearing in June.
The ordinances and consent resolutions will be published as required and take effect according to the timelines established in each measure. The council’s next regular business agenda will include the proposed zoning-code amendments announced by the manager.
