Byram Township Council adopts 2025 municipal budget, approves ADA path and routine measures

Byram Township Mayor and Council on April 1 adopted the township’s 2025 municipal budget and approved several routine resolutions, including an award for an ADA-compliant asphalt path at C.O. Johnson Park.

The council heard a brief presentation from Township Manager Joseph Sabatini and Township Auditor Ray Sarinelli, who said the proposed municipal budget is “sound” and reflects a reasonable increase. With no public comment during the budget hearing, the council voted to adopt Resolution No. 085-2025 to enact the 2025 budget.

The meeting’s consent agenda bundled a set of routine actions approved on a single motion. Those items included two 100% veteran/disabled-veteran property tax-exemption actions (Resolutions No. 078-2025 and 079-2025), participation in cooperative purchasing agreements, authorization to publish legal notices on official government websites, and fuel-purchasing authorizations for the 2025 budget year. Council also approved purchase and installation of cabling hardware not to exceed $17,737.83.

Council approved Resolution No. 086-2025 to award the proposed ADA-compliant asphalt path at C.O. Johnson Park (Roseville Road). The council approved the April 1 bill list and voted to adopt the March 18, 2025 regular and closed-session minutes.

All recorded votes at the April 1 meeting were unanimous in favor: Councilwoman Franco, Councilman Gallagher (participating virtually), Councilman Proctor, Councilman Roseff and Mayor Rubenstein.

The budget ordinance and several introduced capital ordinances were set for further consideration at the township’s next council meeting on April 15, 2025, when the public will again have the opportunity to comment.
