DeBary council expands eligibility for facade grant program to adjacent properties
Summary
Council approved exceptions to the facade grant program to allow properties adjacent to the high-banks node (separated only by a right-of-way) to qualify, and delegated eligibility determinations to the growth management director when consistent with program intent.
The DeBary City Council approved policy exceptions to the newly implemented facade grant improvement program to allow certain immediately adjacent properties to qualify for funding.
Growth Management Director Steven Bap proposed that parcels abutting the program’s focus node — including those separated only by a public right-of-way — be eligible when inclusion advances a continuous streetscape and meets applicable design standards. He also recommended delegating eligibility determinations to the growth management director for cases that are consistent with program intent, noting this would not expand the program boundary or create standalone eligibility zones.
Councilmembers supported the change as a way to maintain visual continuity along the corridor and asked staff to share before-and-after examples of completed grants. Vice Mayor Butland asked which project had completed work under the program; staff identified a tactical/gun store that received a paint-based improvement and payment.
The motion to approve the exceptions passed unanimously. Staff said the change is intended to encourage cohesive street-front improvements and will be implemented under existing program guidelines.
