Hawarden — At its Feb. 11 meeting the Hawarden City Council reviewed proposed updates to the employee manual that largely reflect the recently negotiated union agreement and several police-department requests.
Ben, who walked council through the tracked changes in the draft manual, highlighted major edits: reducing paid lunch for police shifts to up to 30 minutes (down from an hour), moving the overtime accrual threshold in a two-week period from 86 to 84 hours, replacing floating-holiday pay with an equivalent additional personal day that employees must use within the year or forfeit, and altering sick-leave payout eligibility to begin after 20 years of service (with additional tiers noted at 30 and 40 years). Ben said Jenny reviewed the changes and had no objections.
Ben explained operational reasons for the shorter paid lunch for police officers — officers often remain on-call during shifts and cannot reliably take a full hour — and said the clerical language will be standardized in the document before the council considers formal adoption. The manual will return to a future meeting after staff incorporates council feedback.
No formal vote was taken on the manual at the Feb. 11 meeting.
