Hawarden council reviews FY27 enterprise funds, flags March 25 budget deadline

Hawarden — The Hawarden City Council on Feb. 11 held a work session focused on FY27 enterprise funds — including water, sewer, electric, gas, solid waste and telecommunications — and listed capital equipment requests ahead of a March 25 deadline to submit budget changes.
Travis, a city staff member presenting the sheets, said utility revenues are “kind of like a five-year average, best guess,” and noted the electric projection incorporates a 7% rate increase adopted in the last rate study. He told council that weather can make electric and gas revenue volatile: a hot summer typically increases both revenue and expense because the city must buy more power.
Council also heard that solid-waste postclosure requirements are nearing completion after extended sampling work with the Iowa Department of Natural Resources and the city’s contractor; once testing and a final physical inspection are complete, ongoing monitoring obligations will fall. Staff listed capital-equipment priorities that include a vehicle for the electric department, a trailer, a police vehicle in next year’s purchase plan, and potential ambulance replacement timing.
Budget documents for the enterprise funds are posted on the city website, and Travis asked council members and the public to review them and raise questions before the March 25 meeting. No formal budget votes were recorded at the Feb. 11 session.
