The board rescinded two earlier resolutions related to the petition, designated the Town Board as Lead Agency for environmental review, and referred the petition to the Town of Lysander Planning Board and the Onondaga County Planning Board. The Town Clerk was authorized to advertise a public hearing before the Lysander Town Board at 6:30 p.m. on Thursday, July 16, 2026, to hear all persons for or against the proposed change from Agricultural to General Business District (GB‑D).
Residents during the public‑comment portion urged the board to carefully weigh zoning and land‑use classifications, environmental and infrastructure impacts, and noise. Several commenters suggested retaining an outside consultant to evaluate noise impacts associated with data centers. “The strong turnout demonstrated the community’s engagement and interest in local issues,” Councilor Vince Mangan said, thanking those who attended.
In related actions, the board unanimously authorized a contract with RSG for recommended noise‑ordinance consulting services and code updates and approved creating an Advisory Committee for Code Updates regarding data centers and data‑storage facilities within the town. The board also voted to extend a moratorium on Tier 2 Battery Energy Storage under Chapter 102‑7 through December 19, 2026, and to advertise a public hearing on that extension.
Other unanimous votes at the meeting included authorizing the Town Supervisor to sign the 2025 Onondaga County Hazard Mitigation Plan, approving a proposal for architectural design services for a bathroom renovation funded through a 2025 CDBG grant, and promoting Mary Lathrop to Park Laborer Crew Leader at the current union contract hourly rate, effective immediately. The board then adjourned into executive session at 7:23 p.m. to discuss pending or current litigation and the employment history of a particular person and reconvened to adjourn at 8:24 p.m.
