Hawarden council adopts updated federal‑grant procedures to tighten controls

The Hawarden City Council on Jan. 28 adopted updated federal grant policy procedures intended to strengthen internal controls over federal funds.
Jacob, a city staff member, said the procedures consolidate requirements and refresh the 2019 policy to ensure federal funding is properly tracked and overseen. He told council that whether council action is required depends on the type of grant: “Some of it comes from council, some of it can come from me. It all depends on the type of funding and what the purposes of it are,” Jacob said.
Councilmember Skelly asked whether the resolution would explicitly state who makes allocation decisions; Jacob replied that the policy itself already contains language identifying when council review is required. The council approved Resolution 2026-05 by roll call vote, 4-0.
What happens next: Jacob said he will forward the updated procedures to the city auditors for a final review and then implement the controls described in the policy.
