Hawarden council adds flood-affected property to hazard‑mitigation application, approves resolution

The Hawarden City Council on Jan. 28 approved Resolution 2026-04 to add a property affected by the December 2024 flood to the city’s property-acquisition application under the state hazard-mitigation program.
Travis, a city staff member, told the council the property had initially been entered into the Swift Current program because that track allowed faster acquisitions and carried no local match. With state funding for that program not yet confirmed, staff recommended adding the home to the city’s property-acquisition application and adopting the resolution that lists a $34,800 local match.
“This property was entered under the understanding there would be no cost to the city,” Travis said, and the state ‘‘has indicated the Iowa Economic Development Authority will use its funds to cover that local match’’ if needed. The council approved the resolution by roll call vote, with Warner, Boza, Skelly and Allen voting yes.
Why it matters: adding the property to the application preserves the city’s eligibility for acquisition funds if Swift Current funding is not provided; staff said the state’s assurance reduces the city’s financial risk but that the resolution is still required for the application process.
The motion to approve Resolution 2026-04 was made by Christy and seconded by Trevor. The resolution passed 4-0. Staff said they will proceed with the application process and coordinate with the IEDA on funding details.
