Nick, the county staff presenter, described the work as targeted improvements to reduce maintenance and increase the structural longevity of the roads: "The plan I came up with is... increase the base thicknesses from six to eight inches... add concrete head walls... add rock rip wrap," he said, and stated he intended to "spend every penny I can that makes sense" within the grant funds available. The proposed work listed included concrete headwalls, guard railing, rock riprap and increasing limestone base thickness from 6 inches to 8 inches in higher-traffic locations.
The court heard that funds remain in the grant to add this scope and that the additional work is intended to reduce future county maintenance needs. A motion to approve the change order was moved by Fisher Robertson and seconded by Commissioner Cassidy; one commissioner voiced opposition but the motion carried.
Budget and contract details disclosed in the hearing: the change order amount was presented as $396,566.34; the presenter noted the total award to Texas Materials under the project would be approximately $3,363,157.67 after the change order. The change order was authorized to proceed; staff will coordinate contract amendment paperwork with Texas Materials and GLO as required by the grant rules.
