Polk County commissioners approve holiday-accrual cap, personnel items and authorize DA contract attorneys

Polk County Commissioners Court on Dec. 23 approved a set of personnel and budget measures, including a new cap on accrued holiday hours for county employees, payouts for certain sheriff and jail staffing time, and authorization for the district attorney to hire contract attorneys as needed.

The court voted to revise the county holiday accrual policy to establish a cap equivalent to 15 holidays per year — described by staff as up to 120 hours for eight-hour staff and 180 hours for 12-hour staff — and to remove the policy's expiration date. County staff and human resources told the court the change is intended to prevent employees from losing earned holiday time while simplifying administration. "It just makes it easier for us to track and it allows us to not take anything away from any of the employees," said James, a county staff member.

Commissioners also approved a request from the sheriff's office to pay out accrued FLSA time for sheriff and jail staff and to allow, in limited circumstances, payout of accrued holiday time for jail employees because of operational constraints. The court recorded the item and approved the motion without an extended debate.

On personnel matters the court approved routine personnel action forms submitted by department heads and a Justice of the Peace Precinct 4 request to use discretionary funds for one-time bonuses. The Justice of the Peace request, attributed to Jamie Richardson's office, would grant one-time payments of $671.33 each to three employees (Sharon Patterson, "my Robinson," and Claudia Davalos), reducing that office's discretionary funds to zero.

The county auditor presented budget revisions for FY2025 and FY2026 (identified in paperwork as revisions 2025-24 and 2026-08 and amendment 2026-08A); the court approved the listed budget changes.

District Attorney Shelley Sitten had asked the court to permit the DA's office to contract for prosecution services while DA salary lines remain open. The packet noted approximately $25,000 was available in the DA salaries line to transfer to contract services; the court approved a template agreement and authorized the DA to engage contract attorneys as needed without returning to the court for each individual contract.

The meeting opened with a single public comment. Public commenter Mr. Lambeath delivered a year-end "Lakeside Village Goose Report," joking that "if the geese is keeping score on the monthly basis, it'd be geese 12, Polk County Sheriff Department zero." Court members also recognized long-serving staff member Bobby with gifts and thanks.

The court adjourned at 10:13 a.m.; the clerk noted a technical issue that prevented immediately stopping the livestream.
