Wayne County ratifies sheriff’s hire and judicial personnel moves

The Wayne County Commissioners voted unanimously June 25 to ratify a series of personnel actions.
Commissioner Jocelyn Cramer moved and Commissioner Brian W. Smith seconded approval to hire Ethan Dunn as a sheriff’s deputy, effective June 29, 2026. The motion carried unanimously.
The board then ratified the judicial hiring of Jessica Bivins to the position of Magisterial District Judge (MDJ) Clerk 1 in District Court 22‑3‑02, effective June 29, 2026; the Chief Clerk noted this is a lateral judicial move and carries no pay change. Separately, the commissioners ratified the promotion of Nicole Guven from Administrative Assistant to Juvenile Probation Office Manager, effective June 15, 2026.
All personnel votes were recorded as unanimous. The items were presented as routine ratifications and were recorded in the meeting minutes; Salary Board items were handled during a recess and are included in separate Salary Board minutes.
