Nemaha County Board of Equalization approves valuation notices, schedules protest hearings

The Nemaha County Board of Equalization met July 1 in the commissioners chambers in Auburn and voted to send notices reflecting revised valuations for multiple parcels across the county.
The board approved the agenda and the June 17 minutes, then approved the distribution of Board of Equalization notices listing proposed valuation changes. Motions to approve the agenda, minutes and the notices carried on unanimous roll-call votes (Weiss, Hall and Mellage voting aye).
Notable changes in the notices included reductions where land classifications were corrected based on Farm Service Agency maps or other inspections: parcel 640028373 (Sandra Kay Davis/Living Trust) was reduced from $715,788 to $399,381, a $316,407 decrease attributed to correcting rural residential tiered land to grass/timber using an FSA Form FSA-156EZ. Parcels owned by Blane M. and Emily S. Anthony were adjusted downward after the local Natural Resources District told the county an irrigation permit had expired: 640062318 decreased by $329,588 to $605,704; 640062296 decreased by $304,882 to $2,352,477 (the record notes irrigated acres on 640062296 remain where the well is active); and 640066658 decreased by $273,890 to $618,743.
Other adjustments reflected physical condition or parcel consolidation. Parcel 640017657 (Nancy A. Woodhams) was changed from $28,475 to $13,716 because the house was deemed uninhabitable and assigned a salvage value. Three vacant lots owned by Nancy A. Woodhams were combined: 640041159 and 640041167 were folded into 640041140, producing a discounted combined value and resulting in two parcels listed at $0 and 640041140 rising to $3,562. A pair of parcels owned by David and Nicole Kaufman were combined and reappraised after an interior inspection, one dropping to $0 and the other rising to $278,389 to reflect condition adjustments.
The board also approved a newly assessed value for a telecommunications parcel: 640073859 (Level 3 Communications LLC) was changed from $0 to $350,865 on the basis that the property is no longer centrally assessed. Several other reductions cited FSA documentation or vacancy factors; for example, parcel 640018483 (Mary M. Davis) was reduced due to a vacancy factor because the lot had no utilities.
Following the approvals, the board recorded the schedule for property valuation protest hearings to be held the same morning, listing times and participants, including Jerry Colglazier; Daniel and Kim H.-P. Combs; Dennis Sesna; Hearts United for Animals; Stu Luttich of Wachiska Audubon Society (two parcels); Shane Sudman; and Dan Stukenholtz.
With no further business, the board adjourned at 11:30 a.m. County Clerk Diane Johnson later certified the minutes and noted a complete copy of the minutes is available at the county clerk’s office and on the Nemaha County website.
