Perquimans County adopts updated Parks & Recreation Comprehensive Plan and Capital Improvement Plan

The Perquimans County Board of Commissioners unanimously adopted updated parks and recreation planning documents during a special called meeting on March 18, 2026.
County Manager Brandon Shoaf presented on behalf of Robin Payne of Payne Consulting, who was unable to attend the rescheduled meeting. Shoaf asked the board to adopt the Updated Parks & Recreation Comprehensive Plan 2026 and the Perquimans Parks & Recreation Community Center Master Plan 2026, which had been presented previously on March 2. Commissioner James W. Ward moved to adopt the updated plan; Joseph W. Hoffler seconded and the motion passed unanimously.
Separately, the board approved the Parks & Recreation Capital Improvement Plan 2026 after a motion by Commissioner Timothy J. Corprew, seconded by James W. Ward; that motion was also approved unanimously. Shoaf told the board that adopting the comprehensive plan is necessary to apply for funding from the N.C. Parks and Recreation Trust Fund (PARTF) in the future.
The minutes record adoption of the plans and note that Payne Consulting prepared the documents; no public comment or conditions on adoption are recorded in the meeting minutes.
