Perquimans County commissioners approve refunds, personnel changes, budget amendments and appointments at Feb. 16 special meeting

The Perquimans County Board of Commissioners met in a special called session on Feb. 16, 2026, at the Perquimans County Library and unanimously approved a package of administrative and budget actions, including tax refunds/releases, multiple personnel transactions, four budget amendments and several appointments.
Commissioners approved two tax adjustments brought forward by staff: a $234.00 refund to Jerry Johnson for an omitted veteran discount and a $307.68 tax release for Betty Eure related to a high assessment during the county revaluation. Commissioner Kathryn M. Treiber moved approval; the motion was seconded by Vice Chairman Charles Woodard and carried unanimously.
The board then approved a large set of personnel actions covering hires, reclassifications, step and merit increases, resignations and one termination. Notable entries in the personnel table included the full‑time hiring of Jenn Holden as a telecommunicator and part‑time hires for Board of Elections and EMS positions; Tourism Director Stacey Layden’s resignation was recorded. Commissioner James W. Ward moved the personnel package, which Commissioner Treiber seconded; the board approved it unanimously.
In a separate motion, commissioners reappointed Joe Towe White to continue serving as Perquimans County’s representative on the extraterritorial (ETJ) Town of Hertford planning board. Commissioner Timothy J. Corprew made the motion, seconded by James W. Ward; the motion passed unanimously.
The board adopted four budget amendments (Nos. 9–12). Amendment No. 9 added Extension Farm Service and 4‑H account entries ($7,914.59 and $6,676.76). Amendment No. 10 amended the E‑911 fund to reflect PSAP funding reconsideration, listing Emergency 911 Fees of $969,266.91 and corresponding transfers to telephone/postage, hardware maintenance and computer software maintenance lines. Amendment No. 11 appropriated $32,000 from fund balance for the Board of Elections to purchase 22 state‑mandated laptops. Amendment No. 12 added $5,400 for the county’s beaver control program. Commissioner Timothy J. Corprew moved to approve the amendments; Commissioner Ward seconded the motion and the board approved all four unanimously.
Emergency Services Director Jonathan Nixon presented the credentials of Dr. Jessica Gilliam and asked the board to appoint her as the county’s EMS Medical Director; Nixon said the EMS directors from Perquimans, Pasquotank and Gates counties were unanimous in their recommendation. Commissioner Kathryn M. Treiber moved to appoint Dr. Gilliam; the motion was seconded by Joseph W. Hoffler and approved unanimously.
Nixon also shared a video about the CPR World Record Training Event scheduled for Feb. 25, 2026, led the board in hands‑only CPR and AED use, and distributed flyers for multiple training locations. He said the county’s goal was to train 10% of residents and that the county had already exceeded that benchmark.
Museum curator Sid Eley requested to occupy an office space within the Perquimans County History Museum to expand displays and store artifacts; Vice Chairman Charles Woodard moved to grant the request, seconded by Commissioner Ward, and the board approved it unanimously.
Chairman Wallace E. Nelson adjourned the meeting at 7:41 p.m.; the board noted that an upcoming work session had been cancelled. No public hearings or contested votes were recorded during the special called meeting.
