Osceola council approves $6.41 million contract for central business district streetscape

The Osceola City Council on Nov. 12 adopted plans and specifications and awarded the Central Business District Streetscape Project contract to TK Concrete, INC. for $6,407,520.
The council opened a public hearing on the streetscape plans before voting. Rod Clark spoke during the hearing, expressing concerns about the impacts that construction could have on business owners in the district. The hearing was closed and the council approved Resolution 2024-39 to adopt the plans, then approved Resolution 2024-40 to award the contract; roll call votes were recorded as George Fotiadis, Dan Hooper, Thomas Bahls and Sonya Hicks voting aye.
The award resolution names TK Concrete, INC. as the lowest responsible bidder and attaches standard contingencies: execution of contract and bond documents by the contractor and formal approval of those documents by the council. The resolution sets performance, payment and maintenance bond amounts at 100% of the contract value. The minutes indicate the contract will be finalized on the basis of unit and lump-sum prices and actual quantities furnished.
Council also approved an amendment to engineering services to add construction services with V&K (Veentra & Kimm Inc. appears in the claims list as VEENSTRA & KIMM INC.). That amendment was approved by motion and roll call vote during the same meeting. The contract award and the engineering amendment together move the project toward construction; the minutes do not record a construction start date or schedule.
The council’s actions are recorded in resolutions 2024-39 (adopt plans and specifications) and 2024-40 (award contract). The award is subject to the execution of contract and bond documents and formal council approval of those documents.
