Osceola council advances several code updates, vacates ROW and approves events; $577,527.43 in claims approved

The Osceola City Council on Sept. 3 approved a series of ordinance amendments and routine items, including adoption or first readings of changes covering electronic meetings, operating budget preparation, publication of minutes, pedestrian right‑of‑way rules and bond requirements.
The council also approved vacating and conveying a portion of the 600 block of E. Webster Street, finding the right‑of‑way not needed and reserving easements for municipal utilities. The council approved professional services for a pedestrian trial crossing on W. Clay over I‑35 with funding from CCDC, reappointed Phil Higgins to the Airport Management Commission, and granted special‑event permits for Downtown Spooktacular and Wine Walk.
The meeting included routine staff reports: City Administrator Ty Wheeler provided project updates; City Clerk Britanee Ward and Police Chief Marty Duffus had no items to report. The council approved the consent agenda, which included bills and claims and two CDBG façade drawdowns of $32,492.00 and $33,617.00. The meeting record lists a grand total of $577,527.43 in claims across funds.
Most ordinance votes were recorded as unanimous; where the council waived required subsequent readings the motions carried as recorded. Mayor Thomas J. Kedley arrived at approximately 8:12 p.m.; the meeting adjourned at 8:28 p.m.
