Osceola council adopts ordinance tightening nighttime noise rules, adds parking restriction on Wildflower Drive

The Osceola City Council on Oct. 1 adopted Ordinance 679 on its third reading, revising the city code to expand the definitions of prohibited nighttime noise and adding a parking restriction on portions of Wildflower Drive. The motion to approve the third reading was moved by Councilmember George Fotiadis and seconded by Councilmember Dan Hooper; all five council members voted aye.

The ordinance amends Chapter 40 (Noise) to list specific sound sources that constitute a disturbance when received between 10:00 p.m. and 6:30 a.m., including engine repairs and testing, certain musical-instrument use (except school-sponsored events), off‑road motorcycle and recreational-vehicle noise on private property, construction noise, and lawn-care equipment. The ordinance also specifies sounds excluded from regulation, including emergency work, alarms tested between 6:30 a.m. and 10:00 p.m., church bells, approved special-event programming and routine municipal or utility operations. City officials cited public complaints and the need to clarify enforcement thresholds in the ordinance text recorded in the meeting packet.

Separately, the ordinance adds a parking restriction in Chapter 69 covering the 200–300 blocks of Wildflower Drive (east and west sides). The code includes a severability clause and standard enforcement references to Iowa law (Code of Iowa, Sec. 723.4[2]). The council did not record any amendments to the ordinance at the meeting.

The ordinance text and related materials are on file with the city clerk and available for public inspection at Osceola City Hall and on the city website. The council approved the ordinance during its regularly scheduled meeting that began at 7:00 p.m. and adjourned at 8:00 p.m.
