Osceola sets Sept. 3 public hearings on several code changes, approves tax abatement and large contract pay estimate

At its Aug. 20 meeting the Osceola City Council approved a slate of procedural actions and financial items, setting public hearings for Sept. 3 and approving a tax abatement application and the consent agenda.
The council approved a resolution setting public hearings during the Sept. 3 meeting at 7:00 p.m. to consider proposed amendments to multiple chapters of the Osceola Code of Ordinances: Chapter 50.14 ("Adult Establishments"); Chapter 50.06 ("Meetings", including electronic meetings); Chapter 7.05 subsection 4 (annual statement/operating budget preparation); Chapter 18.03 (publication of minutes); Chapters 60.02 and 60.05 (pedestrians’ right-of-way); and Chapter 50.02 (bond requirements). The council directed the city clerk to publish notice at least once and within the statutory window.
Separately, the council approved a resolution listed in the minutes as approving tax abatement under the city-wide urban revitalization plan for Travis and Jessica Djuren at 2128 Catawba Pt (new construction). The minutes direct forwarding the application to the County Assessor for physical review after issuance of necessary building permits.
The council also approved Resolution 2024-34 to set a Sept. 3 hearing on proposed noise and parking amendments affecting the 200 and 300 blocks of Wildflower, and Resolution 2024-35 to set a Sept. 3 hearing to consider amendments to Chapter 99 (Sewer Use Charges). All motions passed on unanimous roll-call votes.
On fiscal matters, the council approved the consent agenda, which included CDBG façade change orders for Lana Nails ($9,724) and Iron Horse ($1,240), Pay Estimate #7 CDBG Façade ($67,233.40), and Pay Estimate #38 Contract 1 — PWC Weiss Construction ($888,687.52). The minutes list total paid claims of $1,246,239.55 and present June and July revenue summaries.
City Administrator Ty Wheeler provided project updates; City Clerk Britanee Ward and Police Chief Marty Duffus reported none. The meeting adjourned at 8:12 p.m.
