Resident raises home water-intrusion concerns as Board approves drainage easement and NPDES filing is confirmed

During public comment at the Oct. 22 River Ridge CDD meeting, Oak Run resident Lynda Sorensen described water intrusion beneath her slab that caused buckling of her master bedroom flooring and elevated moisture and mold under the floor. She said inspections found no plumbing or HVAC leaks and a warranty issue was found; a leak-detection specialist measured very high moisture levels in the slab and a foundation specialist recommended perimeter drain tiles and 5–10 foot downspout extensions because ponded water had submerged underground downspouts at the rear of her unit (identified in the minutes as 27123 Sound Way). Ms. Sorensen asked the CDD and the HOA to coordinate on a solution; CDD staff and supervisors noted that drain tiles are typically an HOA responsibility.
Separately, Mark Zordan reported that the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report has been filed with Lee County and will be submitted to the Florida Department of Environmental Protection in advance of the Nov. 1, 2024 deadline; staff were instructed to continue into Year 8 while awaiting issuance of a new permit. The Board and staff discussed water-sampling requirements that may change in future permit cycles.
On the agenda the Board also approved a Proposed Grant of Easement for Drainage from PSGRC to RRCDD. Counsel said the template easement can be reused but each specific easement should include a sketch and legal description when presented. District Engineer Charlie Krebs said he is preparing two additional drainage easements (Seaside II and the Golf Course area) and will forward them to counsel. Resident Mike Rainstin noted that no physical work on the Phase I/II drainage improvements had commenced and that the area needs to dry before work can start.
The Board did not allocate specific construction funds at the meeting for the drainage work; approvals were procedural (easement template approval, permit report filing) and further project steps are dependent on site conditions and design submissions.
