River Ridge CDD adopts FY2024/25 budget and imposes special assessments

The River Ridge Community Development District adopted its fiscal year 2024/2025 budget and voted to impose special assessments on Aug. 27, 2024.
Cleo Adams, district manager, told the board the budget in the meeting packet contained errors and described scrivener corrections needed for line items including the "Street sweeping" description. With no public comment during the hearing, Supervisor Kurt Blumenthal moved to adopt Resolution 2024-07, seconded by Supervisor Robert Twombly; the board approved the resolution "as amended" with all in favor.
District Counsel Tony Pires recommended opening a separate public hearing on the assessment roll. Mrs. Adams opened the hearing; no affected property owners spoke. The board agreed to delete references to "Exhibit B" as requested and then, on motion by Mr. Blumenthal seconded by Mr. Twombly, adopted Resolution 2024-08 making a determination of benefit and imposing special assessments for FY2024/2025. Both resolutions were adopted unanimously.
Why it matters: The budget adoption sets the district's spending authority for the year beginning Oct. 1, 2024, and the assessment resolution certifies the mechanism for collecting and enforcing the special assessments that fund district operations and maintenance. The board also authorized routine budget amendment language for corrections and clerical changes.
